Bear with me, this is amazingly simple, even though it may look awkward... trust me, it's easy as fuck.
Open up the calculator program or get one out yourself. Power Levels should be worked out using transformation multipliers and power boosters (eg: Kaioken/Power Up) included! So if one person is in a x1.5 transformation, make sure to multiply their post count by x1.5, THEN do the stuff below.
Work this out: Highest Power Level (HPL) / Lowest Power Level (LPL) Then, multiply your answer by whatever the Lowest Power Level's transformation multiplier is. Take only the first two three digits of whatever you get... no need for all over 9000 of them.
Any stats that the LPL has that are equal to whatever your final result is, will match any unadjusted stat the Highest Power Level has.
This probably won't make much sense yet, so here are some examples of how it works... Now you see? Easier than working out and comparing every single stat.

Example: Ohce has 3500 posts, Shiro has 2900
3500/2900 = 1.2...
That means that any stat Shiro has less than 1.2 is lower than Ohce's base PL, any equal to 1.2 match his base PL, and any above are higher.
But if Ohce has 1.2 in a stat, then Shiro would need 1.4 in that stat to match. Or if he has 0.9, then Shiro just needs 1.1.

That only works since they're in x1 forms.
Try that with one in x1.5 and one in x1.1 You have to multiply Ohce by x1.5, and Shiro's posts by x1.1... AND multiply the result of the division by x1.1.
This is where explaining it gets less simple.

Continued:
Now, Ohce has entered his 1.5 trans, and Shiro has powered up
(3500*1.5)/(2900*1.1)=1.64...
1.64*1.1=1.8
Which means Shiro's stats with modifiers have to be 1.8 to match Ohce's PL
